Orage Quarles majored in marketing at San Bernardino College in California but started his career while he was a senior in high school as an apprentice compositor at the San Bernardino Sun. He then rose steadily through the ranks, working as a retail account executive, national advertising manager, retail advertising manager and in 1984 was named director of advertising.

In 1987 he was named assistant to the regional president for Gannett's western region and later publisher of the Fort Collins Coloradoan. In 1990 he was named publisher of the Stockton (CA) Record. In February, 1993, McClatchy Newspapers named him president and publisher of the Herald in Rock Hill, SC. In 1996 he became publisher of the Modesto (CA) Bee. In January of 2000, he was named president and publisher of The News & Observer in Raleigh, NC.
