Webber joined USA TODAY as General Manager of the Houston circulation market in 1985. In 1987, he became General Manager of the Boston market. He was promoted to Vice President/Circulation in 1990. Prior to joining USA TODAY, Webber served in several management roles in Marketing and Circulation at the Houston Post.

Webber was named to his current position in March 2000. He has served on several company-wide interdepartmental teams as well as serving as Associate Publisher-Olympics, leading the planning teams for the 1996, 1998, and 2000 Olympic games for USA TODAY. He is a founding member and a member of the Board of Directors of the Online Publishers Association, is on the Board of Directors of the Interactive Advertising Bureau, and serves as a member of the advisory board of the American Press Institute Media Center.

He is a graduate of the University of Houston. He is married to Deborah Webber with one son, Jeff.
